It's ok if it says "Complete Score" - Complete just means, not missing any bars, etc. But it should say Arrangement ,etc.- what you're looking for is a "Full Score(s)" - which is usually marked in bold above the section ("Full Scores" (section), allowing for multiple complete or incomplete full scores, then... - which as you say though, is not what we have there...)

and in fact both "complete scores" are under "Arrangements and Transcriptions"- which is where they should be: they are both arrangements and transcriptions- for piano and bassoon. If they were full scores, they'd be above that line. Our system can be a little confusing I admit, but we try to be consistent and one gets used to it quickly I find anyway...

I have now uploaded a (manuscript - copy, I'm pretty sure) full score of the concerto, courtesy of the Bavarian (Munich) Music Library. (Well, it's uploading. Should be done in a minute or three.)
