This was originally published by Cary -- WorldCat shows no date. Novello also published one in 1909. These editions at least should be PD. I don't know if the Emerson Edition is a straight re-print, it has no editor listed, but the copyright date is 1978.

This has now been uploaded in the Novello edition - enjoy.
In addition to the clarinet version there is also a version for viola, edited and fingered by Lionel Tertis (1876-1975). The Piano score is identical to the clarinet version except for the cover. I assume, still under copyright until 2026.
Can the viola part already be uploaded even if it will be blocked?

Since this one is public domain in the US, you can upload it and someone will move it to the US server, where it will remain legally for the next 15 years or so. If that were not the case, I'm afraid you would have to wait for the year before it becomes PD in Canada to upload it.
