DDoS attack?

For the last quarter of an hour I’ve noticed a major degradation in speed of imslpforums.org that isn’t shared by any other site I’m currently browsing – could there be an attack of some kind underway?

These forums are constantly monitored by a remote server located in Utah (while this server is in Texas). A check is automatically performed every 15 minutes, and I receive a warning via SMS and via email whenever the server's response time exceeds a defined limit. I received no warnings in the period of time in subject.

The monitoring system also logs the results of all checks. Today I've inspected these logs so as to evaluate whether the response time was longer than normal (although shorter than the threshold for warnings). Response time was pretty normal in the period of time identified. So I think the problem was external to the server itself.
