I am considering using 90 seconds from Richard Wagner's "The Ride of the Valkyries" in a non-commercial shortfilm I am directing. However, the shortfilm might be broadcasted once on the French-German television channel "Arte". I noticed IMSLP hosted a recording of this opera under "creative commons non-commercial, no derivatives" copyright [http://imslp.org/wiki/Die_Walk%C3%BCre, ... ,_Richard)]. Could you please tell me if this license agreement allows me to use this recording in my short-film ?

You might wish to contact the orchestra whose recording it is - either University of Chicago or Du Page Symphony. Under the cc license, the 'no derivatives' does mean you have to get their permission to synchronize the sound file, as that would be a derivative.
