I uploaded a score that it turns out was not in the public domain. The score is listed as blocked, but I'm still able to download the PDF. Is it supposed to be that way?

I can't download it when I'm logged out. That's good, at least.
Can you point me to a blocked document that I can try to download? Maybe something that is PD, but hasn't been approved yet?

Isn't it simply that uploaders of scores are able to download them again even if they're blocked (or pending clearance), but nobody else can download them?

Panda is right. A file can always be downloaded by its uploader.
