It probably won't do any good to upload it as it will then be blocked in the US (pub. 1925) and it will already be blocked in the EU.

These 3 works were all published by Carl Fischer, who continues to publish them and make them available for well under $10.

Unfortunately, no, not according to current policy. Buying the piece is your only option here.
