Re: Wagner orchestral score
While the entire opera is available in vocal score, the lack of a full score for the overture to Rienzi is however a sizeable gap in the IMSLP collection, and has been represented in relatively accessible PD publications (e.g. the reproduction of opera selections by Dover).

Re: Wagner orchestral score
Rienzi used to be available in an Eulenburg mini score, which would definitely be PD. But it is currently out of print, unfortunately. We might have to wait until Eulenburg issues a Rienzi reprint from the big, expensive Wagner edition, as it has done for all of the "mature" Wagner operas except for Tannhauser, The Flying Dutchman and Siegfried. These reprints are highly recommended and reasonably priced.

However, said reprint is readily available from many libraries in both the United States and abroad. While I personally wouldn't be willing to begin this long of a journey, should one wish to take on the task, the score wouldn't be difficult to obtain.Rienzi used to be available in an Eulenburg mini score, which would definitely be PD.
