i saw that this score is on imslp still blocked..will it be unblocked soon or is it still under the copyright protection?

That's because Egon Petri's arrangement is protected in Canada until 1/1/2013 (2033 in the EU). If you follow the link to the "Horowitz scores", which is hosted in the USA (where the arrangement is free) you can download it there (assuming you're legally entitled to do so). The full score - should we be fortunate enough to have a copy posted - is public domain worldwide.
Of course, you could make your own two-piano reduction from the full score and post it here under a Creative Commons License, which would make it available to everyone.
