Now putting three symphonies of Arnold Bax up full score and then designating them TB is like driving a child to a candy store, walking it in, and then (after it's made it's selection), dragging it out without making a purchase ... VERY MEAN.

it's what copyright law requires in the US (or Europe). They're only copyright-legal in Canada, the first symphony until I think 2019 or so in the US, no.2 until 2025, etc. (first date of US publication +96, I think. If the copyright date is on the published score (no, removing it from the _scan_ won't finesse this, obviously
) or the work was published after 1960 or ... etc.; there's a few exceptions, but if the first publication in the US was after 1922, it's blocked for that long, yes, under current law. In Europe, composer's death+71 = first legal year ; in Canada, +51. This is far-as-I-know though- I really shouldn't be sticking my head in, being no expert... *shoutout to ©-admins ? ... *
