IMSLP already has Nos. 3, 4, and 6, so I'm hoping someone can help out with Nos. 1, 2, 5, and 7.

I'm thinking they may have been published as individual pieces, as much of Palmgren's work was.
I just obtained a scan of No. 5, that has the same typeface as No. 6, and it also has the same style publisher plate markings. No. 6 has A. E. L. 423, while the scan I have of No. 5 is A. E. L. 422. There are no other publisher marks. (Is that enough to conclude it is safe to upload?)
So I think they're out there. Just being hard to find.

Possibly, although since I'm not an authority on Palmgren or Finnish publishers and their trends, I couldn't be certain. What is certain, however, is that, if these are out there and legal, they're very rare; WorldCat didn't have entries for anything much other than No. 4.Is that enough to conclude it is safe to upload?

Those plate numbers are from the first edition (1911) by Lindgren, those should be definitely public domain, except for the EU.

Op. 27.3 is not included in this edition, it was published independently by Westerlund in 1909

I just did a search in the ARSCA Catalog (Catalog of the Finnish Art University Libraries https://arsca.linneanet.fi/webvoy_eng.htm), and they do have all seven parts (individually) published by Lindgren. Multiple copies even.
And the U.S. Library of Congress has a Breitkopf & Härtel (New York) copy of what I think is the whole opus dated 1910. It even references Lindgren in the Published/Created field. (http://lccn.loc.gov/unk84218812)
So I'm assuming the Lindgren plates have existed since 1910 at a minimum.
