Under the "Parts" section there is no piano solo with orchestral cues.

I believe "parts" refers to the accompanying orchestra parts only. The solo piano part is usually published in a 2-piano version, with the orchestral accompaniment arranged for a second pianist.

By Rachmaninoff's day, Jossuk's point is quite correct. Solo piano parts with cues were pretty much a thing of the past by 1910. Go back a century and it's a different story.
