You may already be aware that there is some disagreement about whether Beethoven or Anton Schindler is the actual author of the commentary.
In any event, Universal Editions publishes these etudes,with "Beethoven" credited as the commentary author, catalog # UE13353.
The U. S. distributor is Theodore Presser, and the price is around $30.

According to Luca Chiantore, Historia de la téchnica pianistica p.177 the source is at Berlin Deutsche Staatsbibliothek. But Chiantore has reserves because the handwriting looks more like Schindler's than Beethoven's. Chiantore's book has about 10 pages about these Studies.
