Apollo's point about using copyrighted material for personal study brings up the issue of "fair use" (the term employed in the USA copyright law). Different countries handle these cases very differently. In the USA, Apollo's copying of a protected item would not qualify for the "fair use" exemption. In some EU countries, it might. That's why we have that disclaimer that must be clicked on when you first go to download a score. There is absolutely no way we can keep track of the exemptions allowed for 180 different copyright laws. Such a task would likely keep the combined legal staff of Google and Microsoft occupied 24 x 7.
