Hello,
I don't have an account on IMSLP, but I visit the site regularly and whenever I want to rate a file that has already been rated, everything happens like I have already rated the file, even if I'm absolutely certain that it's the first time I rate it.
For instance, the Haydn String Quartet op.54 no.2 had one rating only when I found it and it was 10. After seeing it I thought that the quality was closer to an 8 so I click on the rating to access the File Rater and there it says "Your previous rating of this file was: 10" and under, in the "Rating: " writing field 10 was already written. When I replaced it by 8, and clicked on "submit", back on the main page of the file it now said "8.00/10 (1 rating)" instead of the expected "9.00/10 (2 ratings)".
File rater always says that I have already rated the file

This happens to me too.

this is probably due to the fact you don't log in with your account. should be fixed when programmers read this.

This is indeed on the to-fix list.
