copyright vs publication

Are the year of copyright and year of publication synonymous for determing PD status?
Specifically, would a piece of music that states"Copyright 1922" at the bottom of the first page be PD in the US?

For determination of USA status of works first published before 1978, yes. Year of first publication is also a determinant in Canada for works first published less than 50 years ago, and in EU countries for works first published less than 25 years ago (Editio Princeps). A work bearing a 1922 copyright claim is PD in the USA, regardless of where it was published or of the composer's death date.

I think they are deeply sick - all these rules. Life would be muc easier and more
pleasant for all parts if the same rules were applied as in the patent legislation.
And it would feel more righteous if inventors and artists were protected by the
same kind of legislation.

Sorry Actually I never heard anything about Foamy the Squirrel before.
But I can tell you at least that I know what a squirrel is.
