is hosting contributor-only logo FTP "publication"

We are publishing a score if we put it into the IMSLP site. This is why we must remove the CDSM logos before they become publicly available.
However if we set up a contributor-only (only contributor can see / download stuff) FTP server for PDF files infected by a trademark logo to allow multiple contributors to work on the infected files, Then would this action be enough to be considered as making the files "publicly available" Also would this action be sufficient to be considered as "publishing" (at least in USA and Canada)?
Would you please pass this message to the legal team of IMSLP?
However even if the logo ftp server gets into trouble in the future for trademark infringement, all we need to do is to shut down the logo FTP server, but *not* the entire IMSLP site again!
