Transnotation (organ tabulature to modern clefs) – creative activity?

I do not know if this topic is general enough to go into this subforum, so admins please feel free to move if necessary.

In a sheet music collection of renaissance organ music (Breitkopf & Härtel 5510, printed in 1930), originally, the music was written down by the original composers in organ tabulature. The preface says that Hans Joachim Moser (1889-1967) collected and transcribed the music (in the sense of a transnotation from tabulature to modern clefs), and Fritz Heitmann (1891-1953) added marks for practical use ("für den praktischen Gebrauch bezeichnet"), i.e. added some information on registration etc.

I'm in the EU here (copyright term of 70 years), so my understanding is as follows, and please correct me if I'm wrong:
Heitmann's work is usually considered to involve some creativity. He died >70 years ago, so his contribution is in the PD.
Moser's work, albeit tedious, is purely artisan/non-creative. While he died <70 years ago, he did not make a creative contribution, and the edition as a whole is in the PD. Thus, scanning and uploading should be in order.
Am I right?

As a modification: What if I used the edition I have here to typeset the music (e.g. in Lilypond) without adding the "marks for practical use" from Heitmann? The original music was written in the 16th century.

No, transcription from one system of notation to another following rules of equivalence does not involve any creativity.

Additionally, if you copy music from an edition but omit any of the more recently added creative work, only the authorship of the material you copied is relevant.
