Actually, in this case, the work is probably in the EU public domain because of the Rule of the Shorter Term.

(Donaldson died in 1960, and the arranger probably died before 1972, given that they made an arrangement in 1903. Therefore the arrangement is definitely in the US public domain and probably in the Canadian public domain, too.)
