Violin concerto identification?

Hi,
Could someone help identify this work? I only have the 1st violin part. The sections are: Allegro moderato ; Romance con sordini ; Rondo allegro.

Since you have only the orchestral violin 1 part, I'm wondering whether this concerto might be for an instrument other than violin.

It seems there is no full score here (only a piano reduction of the entire piece), and the second violin part has a page out of order.
