regional anthems

Can a regional anthem be classed as a national anthem? Here are two pages:

They were an anthem for Schleswig-Holstein. This is now a province, not a country. Tagging it as an "anthems" makes it a religious work, so the only alternative seems to be "national anthems". Is this OK?

We can safely tag them as "national anthems", on the grounds that Schleswig-Holstein was once an independent state. The term "nation" doesn't have to equal a modern country,, e.g. "Land of My Fathers" would be tagged as the national anthem of Wales.

The works listed under Sothelander are only harmonisations of melodies from other sources. Is it justified to
say he is the "composer" of these works? (It is for example confusing to see the vear of compostion 1998 for an
anthem of Schleswig - Holstein)
