I have never submitted a score to IMSLP before.
I have done my own engraving of Bach's Concerto for Three Harpsichords, Number 2, BWV 1064, all three movements in conductor's score and extracted parts. I have created this in Sibelius format. I made an exact copy of the Breitkopf und Härtel edition of 1885. This was a rather large undertaking that took a great deal of time.
I would like to submit it to IMSLP. I have tried to find and read the guidelines for doing so, but I have some questions I cannot find answers to.
For now my principle question is this:
Can I upload the scores in PDF, Sibelius 8.x, and MusicXML format? Does IMSLP accept Sibelius and MusicXML files, and would these be considered helpful? Or should I only submit PDFs?
Please help me get started.

Sure this is accepted. Read the begining of http://imslp.org/wiki/IMSLP:Typeset_Music_formats to see why this is welcome.
