This work is public domain, but the Hansen edition of Snowflakes (IMSLP # 05789) should be copyright. The scan partially cuts off the copyright notice, but it's there with a 1926 date. The original appears to be from Sibley based on the stamp inside and they also list a 1926 date for the publication:

I've edited the publisher information on the page, but the copyright flags need to be reset as this edition is copyright in the US for 3 more years.

Were going to assume their was no renewal on this edition and that the underlying work is already Public domain in the United States (first published before 1924).
