Score and parts, Luck's Music Library 06681. No editor or arranger listed. "Copyright 1996"
This work is certainly in the public domain, it is just the new engraving that was published in 1996. Does our 'voluntary' 25 year term policy apply to new engravings or is that just for new urtext editions?

25 years for any new engraving - even if no editor credit appears - unless you go through note by note and document there is no difference. They could have registered a copyright claim and listed an anonymous editor - as an employee producing a "work made for hire". I doubt such an edition would hold up in court, but it costs six figures just to find out.
