Google actually hosts some scores. In the first page of each score that they have, they cite that they are perfectly legal. And think about it, who would be stupid enough to "sue" Google like UE did to IMSLP? That's like asking for Mordor to spit out Goblins and demons at all of Middle-Ear...

Is there a place...

... where I can discuss conducting/teaching a piece of music? Judging from the recent user-activity on the forums [or rather decreasingly thereof] I was wondering if there was another place where I can go for a serious music education/conducting discussion.

Yeah, same here. Now, I have to drive 2-5 miles (roughly 10-20 minutes) to the UCSD library to check out a score... I expected something along these lines as well. Someone within UE probably sent the cease-and-desist, and with IMSLP going down they probably stopped looking.

Then again, I'm not the administrator here, it's all just speculation. :-\
