It could be quite an useful function to have, why not! It'll slow down the categorization process, but it'll limit duplicates, incorrect tags and all of the fun things that come with user-produced content.

Okay, great! Because I've ran into music, images, 3d models etc online that were available for personal, but not for commercial use; I wanted to make sure before I do anything that could give me legal trouble.

Speaking of its use, does the fact that it's in the public domain allow one to use it in a commercial project (movie, game etc) or only in private media? What about public, non-commercial uses like an exposition at university?

That's an interesting point to raise, it's true that many pieces of folk music aren't necessarily songs (although they often end up with at least 8 recorded apocryphal lyrics sets!), for example, the short guitar track "Цыганочка" (Little Gipsy girl) that's popular in Russia.
