Four Suites made from Consort Music
edited by Sydney Beck (1906-2001)
New York Public Library Music Publications
(produced by Edition Peters)
copyright 1947
It looks a lot like URTEXT with footnotes on changes from manuscript etc. and no ornamentation has been added.
Dynamic markings are by the editor. (i.e. an occasional F or P inserted)
The movements of each suite were chosen by the editor, from the manuscipts which were originally in order of key.
Thanks

Re: Matthew Locke Consort Music / NYPL
It's most likely urtext from your description. I think it might have even been reprinted by Kalmus. So, as long as you don't include a preface by Beck there should be no problem.
