I think Thomas Tomkins is solidly in the English Renaissance period, but he is classified as a Baroque composer.

difficult categorization.
i think in general early baroque is stylistically more similar to the late renaissance than to high baroque. the later had more rigidity in texture.

I don't know much about this composer but the way our system is setup (and by the date of his death), is by the date of his death, he died in the early baroque. He probably experienced the beginnings of the early baroque period but his early life for learning was renaissance style, which evolved into the baroque.

Well on Wikipedia, it says he did pretty much ignore the rise of the baroque style around him...

Some writers on the subject take the position that the Renaissance style lasted longer in England than elsewhere - even up to the period of Charles I and the English civil war. If nothing else the modal inflection present in the early Baroque music of composers like Monteverdi persisted longer there than in Italy.
