I encountered the following web site with works of Finnish composers which seem to be PD:

There is also parts of a "Gullvivan songs for schoolchildren" collection, volume 3, which seems to contain music from Finnish and non-Finnish composers as well as folk song arrangements.

Glancing through some of them they appear to be engravings from the early 20th century. Given the dates of the composers they are probably all in the public domain in Canada, the EU, and the U.S. The one exception might be the song collection. It just depends on the dates of the composers and librettists. By the way, all of these pdf files originated from the digitized printed sheet music collection of the Sibelius Academy.
