I don't think there are any public domain editions of these concerti, so you'll probably have to buy them.

There will not be a downloadable score for all of them in the foreseeable future, because originally these concertos were published only as set of parts by André in Mainz. Scores are only available with the modern editions, which are still under copyright.

If nobody here has copies he can scan and download, you can get copies of the complete parts of all
"Six Concertos pour le Hautbois ... / composee par Le Brun" either
from the André Archiv http://www.musik-andre.de/archiv.php (hint: search for Le Brun)
Plate numbers 1845-1850
or from the Biblioteca del Conservatorio di musica Giuseppe Verdi - Milano - MI - email: biblioteca@consmilano.it
[fondo/segnatura] B.3.h.52 (this may be a lot cheaper)

Modern editions:
No 1 in d Schott 1977 (score and parts for sale) Cadenzas by Lothar Koch (1938-2003)
No 2 in g Karthause (1995?) (score and parts for sale)
No 3 in C Musica rara (Breitkopf) 1988 (ob + pno for sale, score and parts hire only)
All 6: Classical Winds Press Tucson http://www.classicalwinds.com (2000) (score and parts for sale)

So nothing is really free to copy and download.
I may scan the score of No 1 minus the cadenzas if it will not be slapped with the TB block.

Would the oboe part alone be available as public domain?

Most likely not, no. The most relevant explanation is that the oboe part is also going to be edited, or at least the publisher will claim it as such. Seeing as how this is Schott and we've had a run-in with them in the past, they may be quick to challenge us on our call if we determine the part(s) as fair game. And in that case, it would be up to us to prove in court that the part alone fails to meet the critical threshold of originality needed to secure a valid copyright.
