Regarding Piano Concerto Nos. 2 and 3, why is 3 unblocked in the U.S. but 2 isn't, if they have the exact same publisher and reprint information? Am I missing something?

The current version of 2 was rewritten and published after 1922 from memory of the first copy, which was lost or destroyed.
