Request for access to the API

I have requested access to the IMSLP site three times now but have not received any response. So I writing to ask if the e-mail must be going to the wrong place. I submitted all my requests, as stipulated on the web site to: feldmahler@imslp.org
If my project is not worthy of this use of the API, or if the API is not longer available, it would be helpful to get that information. If the e-mail address is wrong, can you tell me the correct e-mail address to get a "yes/no" answer?

Mr. Guo, I am writing to request an API account per the instruction on the IMSLP web site.
(1) the nature of your project
I am building a web site for the Civic Symphony Assoc. of San Francisco. The organization is a registered non-profit with a dual mission: providing free concerts to the community and providing a place for adult amateurs to learn and play classical music. The association has currently runs three groups: SF Civic Symphony, Civic Strings, and Civic Chamber Groups.
The group was established in 1931, with funding from the city of San Francisco until ten years ago. After the city ended funding, the orchestra is own and operated by volunteers from the community. It is now funded by donations only. No one is required to pay to listen or play in the ensembles, so that they remain accessible to all. (2) a detailed description of your project,
I started the web site to allow musicians to can find other players to perform pieces. The web site allows “signing up” for pieces, as well as suggesting pieces and venues to play them. I would like to the IMSLP API to help musicians quickly find appropriate pieces and to access the written scores and parts as available on IMSLP.
The primary Use Case would be to search IMSLP by composer or piece name, then select the appropriate title and details, to be added to the repertoire database of the groups. The IMSLP API would improve the ease and accuracy of connecting playing musicians.
We serve a community of about 500 musicians in the San Francisco Bay Area.
We expect no more than three or four queries per day to the IMSLP API.
The web site is based on an open source Drupal distribution running on a well-known web hosting service.
We will offer our software (php) to other non-profit community education groups under a free GPL license. Of course, any other groups using the software would need their own API account.
(3) the royalty you are willing to pay (if applicable),
We hope not to have to pay any fee because we collect no fee from others. We receive no funding other than donations. If we need to pay something, please tell me how much.
(4) the timeframe within which your project will go live.
The new web site is development now. We hope to add the IMSLP API by early February 2014.
