I'm having the same problem with browsers failing to connect to the server on several scores despite having no problems in the past.
I've also just noticed that those scores failing are "http://imslp.info..." etc. files (e.g. "Overture to a Midsummer Night's Dream, Op.21 (Mendelssohn, Felix)" Transcription for 4 hands) while "http://imslp.org/..." (e.g. on the "Suite in A minor TWV 55:a6 (Telemann, Georg Philipp)" page) files are working.
I don't know if this is significant or helpful, don't understand the technicalities, but thought as it was a noticeable difference it might be worth mentioning.
Any advice of thoughts appreciated. Thanks.

Can you provide a traceroute Bounty? Also check out the four questions I asked in a post in the first page of this thread; it would be nice if you can answer them as it will help me greatly. But the traceroute is the most important I think.
The difference unfortunately does not explain the problem. Do you use AVG by any chance? It may be some bug in AVG that blocks something. Also try copying and pasting the IMSLP.INFO PDF file URL (*not* the IMSLP.ORG one) into a download manager (Flashget, etc) and try to download it that way. If that works, the problem is the browser or some firewall program (I think AVG has one built in, not sure though).

The IMSLP.INFO url appears to only be used on the actual scores (e.g. imslp.org....pdf) and only for some scores at that.
Questions:
1. I'm in the UK
2. Using Safari (also tired with IE7 but has the same problem)
3. Haven't got AVG I use Kaspersky. Windows Firewall is on but it would have been on when they worked in the past and Safari is on the exceptions list. (Just checked with Firewall off and still wouldn't work.)
4. Yes I'm using a router.
Flashget is having no luck, still on 0% after a good 20-30 minutes.

I think I figured out the problem.
The problem lies in the Telia backbone border router (213.248.88.170) malfunctioning and redirecting the packets to the wrong address (or the next router is down, which is also their problem). The reason Ancient Seagull's friend can download files is not because downloads actually work, but rather that he/she downloaded a recent submission (<1 day old) that have not yet made it onto the IMSLP.INFO mirror server (in which case the file is downloaded from the main server IMSLP.ORG). If AS downloaded the same file, it should work also. Bunty's observation of IMSLP.ORG vs. IMSLP.INFO was useful after all.
AS: The redirect chain ends in an IMSLP.INFO address if the file is on the mirror server, which all files older than 1 day are.
My suggestion is to contact TeliaSonera International Carrier's technical staff directly and ask them to investigate this incident. It is likely that this affects other sites as well. Just tell them that their border router 213.248.88.170 is redirecting packets heading for IMSLP.INFO to the wrong place, and that consequently you are not able to access the site. Maybe also tell them that since its an EU-to-US border router there is a high likelihood of this affecting other US sites as well.

I've checked traceroutes from various places around the world, and I think I made a little mistake. The last hop (Telia's server) is not part of the backbone, but rather the last router before the server. I suppose that even though Telia is an EU company, IMSLP.INFO is actually hosted in their US subdivision. So it has nothing to do with TeliaSonera International Carrier. If you called already, I apologize
That said, the problem is on Telia's side, but one that should be fixed already. All other traceroutes correctly go from the last Telia router to the destination, so if you try again it should work for you too. If it doesn't, tell me.

I sent Telia an email - I didn't fancy talking to them over the phone in case they blew me away with tech-speak (my knowledge of packets and routers can be written on a postage stamp). They sent me the following response:
We are not aware of any issues within our backbobe at the moment that might cause an issue like this. I made a trace using our looking glass (http://looking-glass.telia.net/) and I can reach the site without any problems.

I can't download anything either and I'm in the UK. Been happeneing for about 2 weeks now. Just get page cannot be displayed or it downloads a little bit then freezes computer.

I have already contacted the administrator of the server in question two days ago. He promised that he will fix this soon. Unfortunately he didn't seem to have an instant recognition of where the problem is, so this problem might be a rather tricky one to fix. But we will see. The fact that almost everyone blocked is from the UK, yet not everyone in the UK is blocked makes it potentially complicated.
Also, please provide your IMSLP.INFO (not IMSLP.ORG) traceroute output if possible, as it will greatly help us in diagnosing the problem. In addition it would be helpful if you can tell us whether you are using any firewall software. If you do not know how to traceroute, Google "windows traceroute" and you should find the instructions.

I'm another UK user who has been having problems downloading anything over the past week (if not longer): I use Debian Lenny with its Firefox-equivalent (Iceweasel) and the connection keeps timing out, though I had been downloading successfully a few weeks ago.

Just a note that if you are using the Linux "traceroute" command, please use ICMP to traceroute instead of the default (that's what the Windows tracert command uses). Anything else will be almost useless because the last few routers do not respond to TCP/UDP traceroute.
If you do not know how to use ICMP to traceroute, please check the man page. You may need root permissions for this command.
