You can claim to be an arranger/transcriber, but if Ashley improvised or devised his version of the song, then he is one too, and this is relevant for copyright purposes.

Nobody is claiming that these items are in the public domain. You'll see that they're listed as being made available under license (albeit a non-free one).

Almost all of his works are in the public domain in Canada, and could be added.

Your transcription could not be used in the US or EU until the copyright on the original piece expires, but since the piece is in the public domain in Canada, your transcription could be listed on IMSLP (since it would be uploaded to a server based in Canada). The compositions for which you have "licensed" your scores are all in the public domain in any case, and in the vast majority of countries (with only a few exceptions), the act of re-engraving a piece is extremely unlikely to create any new copyright in any case. The "NC" license...

One issue with this is that there are tons of different wikisources, but it is possible to do via the Wikimedia/Wikipedia redirect: [[wikipedia:enwikisource:The name of the page on enwikisource]], IIRC.

There is such an option. You need to use the classic skin (see the link at the bottom of any page to switch). Then on the file-adding form, there will be a blue box at the top which has the link for this.
