Yes, it's OK to upload to the PML-US server.

The full score for Chôros No.6 has been added. I will add the parts soon.

I'll note that the list of Villa-Lobos works we had on IMSLP already listed 1955/1987 as the publication date for this piece!

When you import a file into the app, you are not submitting it to be hosted as part of the IMSLP collection (which you can do on the website). When you sync ...

I'm unsure why you cannot find the other parts for this arrangement. Go to https://imslp.org/wiki/Violin_Concerto_ ... ,_Antonio) and you will see them listed under "For 3 Flutes (Rice)" in the table of contents — a score and all three flute parts.
