Silly me, didn't realize that the Sibley scores originate from this source.
I'lll try and contribute then (starting with organ scores, since that's my field of interest...)

Depends on where you live. Since Prokofiev died in 1953, his work is still non-PD in countries that have the 70+ rule (like the EU). In countries with the 50+ rule (like Canada), his work is PD.

There IS copyright on Urtext editions, but in the EU it's limited to 25 years. So the IMSLP stance on this isn't arbitraty.

I'd say it's ok to upload it (if you're a EU resident - in other parts of the world these scores can still be non-PD), but don't quote me on that.

True, but it's always a PITA if you have to reprint a couple of pages (because of printer jam or whatever) and the page numbering in the pd doesn't correspond with that in the score (ood becomes even and vice versa).
